Finalize and Submit an online Project for Environmental Review - Step by Step

If the Draft Receipt indicates further review is required by the Department of Conservation and Natural Resources, the Pennsylvania Game Commission, and/or the Pennsylvania Fish and Boat Commission, you may upload and submit project materials directly to the jurisdictional agencies using the Conservation Explorer.

If further review is required by the U.S. Fish and Wildlife Service (USFWS), project materials must be submitted by email (IR1_ESPenn@fws.gov) or mail. The U.S. Fish and Wildlife Service cannot accept uploaded project submissions. Special instructions for submitting projects to USFWS can be found here.

Instructions for projects with potential impacts to the Department of Conservation and Natural Resources, the Pennsylvania Game Commission, and/or the Pennsylvania Fish and Boat Commission

Step 1. Click on the ‘My Projects’ tab and click on the title of the project you wish to finalize (or follow the link provided in the draft receipt notification email).

Step 2. Click on the ‘Edit Details/Finalize’ tab.

Step 3a. If you are uploading your documents proceed to Step 4.

Step 3b. If you opt to mail or email your project materials to the agencies requiring coordination, check the ‘I will mail my project documentation to the agencies requesting coordination on the PNDI receipt’ option. Proceed to Step 8.

Step 4. Under the File Attachments section, click on the ‘Browse…’ button to select a document to upload (note the 10MB file limit).

Step 5. Click on the ‘Upload’ button.

Step 6. Repeat Step 4. and Step 5. until all project materials have been uploaded.

Step 7. Click on the ‘Save’ button at the bottom of the page. The uploaded file(s) will appear on the page. Important, you must click on the ‘Save’ button to complete the upload process.

BEFORE PROCEEDING WITH STEP 8:

  1. Verify that the Receipt accurately reflects the proposed permit activity.
  2. Ensure that any project materials requested on the receipt have been uploaded or mailed to the appropriate agencies.
  3. Verify that your contact information is correct.

Step 8. Click on the ‘Submit Final Receipt for Review’ Button (located at the bottom of the page).

Step 9. An email notification will be sent once the Final Receipt has been created. The Final Receipt will appear in the Project Review Results table. The file name will end with “_FINAL”.

Final Project

Step 3. Check the ‘I will mail my project documentation to the agencies requesting coordination on the PNDI receipt’ option.

Step 4. Click on the ‘Submit Final Receipt for Review’ Button (located at the bottom of the page).

Step 5. An email notification will be sent once the Final Receipt has been created. The Final Receipt will appear in the Project Review Results table. The file name will end with “_FINAL”.

Step 6. Email (IR1_ESPenn@fws.gov) your project documents along with a signed copy of the final receipt to the USFWS. Alternatively, mail your project documents to the USFWS address listed in Section 6 of the receipt.
